Most Safeway store will allow you to use one store coupon and a manufacturer coupon. Where I live the Safeways are very strict about coupons and they allow one store coupon and one manufacturer coupon. If you have any questions about your local Safeway I would take a minute to speak with the store manager! 
Also Safeway prices tend to vary from region to region so remember to check your ad for your local prices. The Safeway ad’s are important as there are also store coupons you can cut out!
